arXiv Limits Submitters to Two New Papers a Month

Bar chart of arXiv monthly submissions: 9,869 in September 2016, 20,569 in September 2024 and 40,363 in September 2026.

arXiv now limits each person submitting research to two new papers per calendar month and no more than three active submissions at a time. The repository says the October 1 change is a stopgap as submission volume and moderation demands rise.

The monthly limit follows the person who submits and applies across all arXiv categories. A paper rejected by moderators still counts toward the monthly limit. A submission deleted before it is announced does not count toward the limit. A paper carried over on hold from a previous month does not use the next month's two-submission allowance, but it does occupy one of the three active slots. Coauthors who did not submit the paper keep their own allowance.

arXiv received 40,363 submissions in September 2026, nearly twice its 20,569 in September 2024 and more than four times its 9,869 in September 2016. The latest month also generated almost 9,000 support tickets, according to the repository. Its announcement says submissions to cs.AI grew more than sixfold over two years, while other categories doubled.

arXiv links part of the pressure to more capable, widely available AI tools, saying moderators are seeing more narrow papers, work split into multiple small submissions and dense AI-written papers. The organization has not published a breakdown showing how much of the overall increase is caused by AI use, so the figures establish a volume surge, not an AI-only cause.

The cap changes how often researchers can submit work to arXiv. It does not change the repository's screening standards, and submission to arXiv is not peer review. The repository describes the limit as temporary while it develops its practices and moderation tools for the new submission environment.
